The Senior Policy Analyst will work independently and as a senior level member of a team to develop and execute population health research projects and health policy analyses; develop documents, reports, manuscripts, and other materials; and participate in other dissemination activities related to funded and assigned projects. S/he will work to develop and direct health policy-related programs, initiatives, trainings, and other activities associated with funded and assigned projects; administer and manage funded and assigned projects including supervising assigned project staff identified by the Health Policy Director to fulfill deliverables; develop documents, reports, manuscripts, briefs and other materials; identify funding opportunities and develop proposals and applications; and other activities related to funded and assigned projects. The Senior Policy Analyst will report to the Health Policy Director.

Programs and initiatives

  • Develop and execute programs and initiatives related to funded projects
  • Provide day-to-day oversight of program operations
  • Work independently and closely with the Health Policy Director and Research Director in the design, implementation, evaluation, and presentation of population health research, public health policy and practice, and health policy analyses on health and healthcare issues in Arkansas, the US, and in general
  • Represent the Health Policy Director at meetings relating to programs and take a directional role in ensuring project deliverables are achieved
  • Build consensus among several stakeholder groups to include public and private insurance payers and professional associations representing provider and hospital groups among others
  • Provide overall program management, overseeing timelines, deliverables and communication and marketing plans, quality and performance reporting strategies, planning data collection and evaluation processes, communicating with internal and external stakeholders, as well as continued communication with the operations team and other stakeholders of the Healthy Active Arkansas and other initiatives
  • Be responsible for completing agreed upon deliverables within project guidelines, managing project staff, and reporting to the Health Policy Director
  • Organize and coordinate daily project workflow
  • Communicate and present interim and final results to stakeholder groups

Administration and management 

  • Provide oversight of the ongoing program management
  • Assist with administrative oversight of grant- and contract-funded projects and the development and management of specific programs, including monitoring project progress to ensure deliverables and relevant reports are produced
  • May directly supervise the activities of policy analyst(s) and administrative support personnel assigned to the project
  • Provide periodic summary reports to internal and external stakeholders
  • Report creation of lessons learned, progress to date, and program effectiveness
  • Report program progress and obstacles to the Health Policy Director
  • Continually reassess the current work product and recommend alterations

Plan for policy development and program sustainability 

  • Write reports, program summaries, issue briefs, fact sheets, articles, and memoranda on program issues and best practices of relevance


  • Work as part of a cross-functional team that is continually building and improving the state’s health system
  • Manage and/or lead projects to completion
  • Perform other duties as assigned



  • Build relationships and trust with internal and external stakeholders
  • Represent ACHI and/or policy team at relevant meetings and report meeting outcomes to team members


Customer Service: Interacts with and assists the public in a professional and friendly manner as needed. Demonstrates effective communication skills; communicates accurate and complete information; maintains strict confidentiality when necessary. Demonstrates positive working relationships with co-workers, management team, and ancillary departments; follows the Core Concepts of Patient and Family Centered Care and the Basic Code of Conduct Guidelines. Assist internal and external stakeholders as needed with exceptional customer service.


Master’s degree in public health or a related discipline; plus three years of  related professional experience in public health, health systems, health policy, or a related field.

    • Fundamental knowledge of qualitative and quantitative methodologies, statistical analysis, and public health and policy analysis techniques
    • Skills in thinking critically and strategically and demonstrated ability to be resourceful, entrepreneurial, and proactive
    • Understanding of the health care system, non-medical determinants of health, state and federal political systems, administration of public social services, and health related issues affecting Arkansas
    • Strong written and verbal communication skills with demonstrated technical writing competency
    • Ability to assist in communicating information by creating presentations and/or writing products for dissemination in conjunction with other team members
    • Excellent interpersonal and multidisciplinary project skills and the ability to interact with individuals from multiple, diverse programs and settings
    • Demonstrated ability to locate existing sources of information (such as online secondary data sets, articles, and reports)
    • Excellent organizational skills, demonstrated management expertise, and ability to work independently and as a team member are required
    • Working knowledge of the impact of state and federal regulations on health insurance benefit design, public and private insurance coverage and eligibility
    • Ability to work well both independently and in a team environment
    • Interpersonal and analytical skills necessary to consult with policymakers, define problems, and deliver policy solutions
    • Program evaluation experience; ability to conceptualize data collection, summarization and analysis processes
