  • Overview

    The primary responsibilities of the Administrative Director at Regional Programs Northwest will be to oversee, plan, evaluate and direct the nonmedical activities of the department including responsibility for the efficient and effective operations of the Regional Center Family Medicine Clinic.  The Administrative Director will be the top financial and operations person for this department, and as such will oversee the implementation of financial policies according to Generally Accepted Accounting Principles, University policy and procedures, as well as State and Federal Guidelines. Broad responsibilities will include administration of division operating budget in the amount of $10.5 million dollars annually, development of operating procedures for implementation of best practice standards for delivering quality services to the customers served; oversee administration of HR functions for approximately 95 full time employees. The AD will also review contracts and other agreements to ensure proper administration of these documents in accordance with University policies and procedures and State purchasing requirements, work with center and northwest medical leadership and local faculty/staff to ensure PCMH goals are achieved for the center leading to participation in Shared Savings from Medicaid, Medicare, and Insurance companies. The AD will work with the Regional Center Executive to promote the program to potential donors, legislators, and community officials, and other stakeholders and act as liaison for Regional Programs with other campus divisions of UAMS to ensure smooth and efficient operation of administrative and operational requirements for this department.

    Responsibilities

    Financial & Budgeting Functions:

    • Oversees and directs budgeting functions, financial accounting & reporting requirements, grants administration, and perform financial analysis for division.
    • Develops internal systems within Regional Programs to properly manage these functions consistent with University guidelines and other governing regulations.  
    • Ensures financial obligations are met by preparing short and long range projections of financial status of department according to strategic initiatives as set by leadership group. 
    • Works with leadership group to develop patient /revenue growth plans and cost containment plans for the department and report such plans to the division chair.   

    Business Operation Functions:

    • Directs departmental business functions to include purchasing of supplies and materials, reviews and approvals of professional services and other contractual agreements; facilitates compliance, safety, HR functions, employee travel, maintenance of facilities, and inventory of property and equipment owned by UAMS.
    • Develops, with department managers, best practice standards and adopts these practices to be implemented as part of the Regional Center standard operating procedures. 
    • Exercises management responsibility over UAMS Family Medicine Clinics to ensure quality services are delivered to our customers. 
    • Designs and implements system for monitoring financial performance and delivery of quality medical services by providers at the UAMS Family Medicine Clinics compared to national standards.

    Leadership Functions:

    • Provides direction to Northwest Regional Center Leadership team regarding allocation of resources to ensure optimal performance is achieved at all levels of our programs. The focus will be to achieve maximum utilization of resources in a cost effective manner.
    • Assists leadership group in identifying, employing and achieving short and long terms goals, including effective integration of technological enhancements, PMCH initiatives, financial goals, service, patient satisfaction, employee satisfaction and operational improvements.    
    • This position will also:  Interface with Deans, Division Directors, and Officers of the University Central Administration, Medical School, and Hospital. Develop and foster effective collaboration between AHEC departments, University officials, donors, legislators and other stakeholders

    Other:

    • Communicates key information to the stakeholders of these service areas with respect to patient care, marketplace needs, competitive environment, cost management, and customer-focused services.
    • Provides training and technical assistance to staff on reporting tools, SAP requirements, UAMS policies and procedures, and other regulatory agencies.
    • Participates in meetings – in person, IVN, phone as requested by leadership. 
    • Other duties as assigned.

    Qualifications

    Minimum Qualifications:

    • Bachelor degree in Finance, Healthcare Administration or related field plus six years experience in clinical operations, finance and budgeting in a healthcare environment.
    • Strong working knowledge of Microsoft Office Suite (Word, Excel, Powerpoint and Access).  

    Preferred Qualifications:

    • Masters degree in Finance, Healthcare Administration or related field plus four years experience in clinical operations, finance and budgeting in a healthcare environment.
