  • Overview

    UAMS Head Start/Early Head Start currently serves 928 children at 16 sites throughout Pulaski County.  The program’s overall goal is to increase the social competence of children in low income families and children with disabilities, while improving the chances of success in school. Head Start/Early Head Start addresses the needs of the whole child including the educational, vocational and material needs of the entire family.  The program strives to enhance children’s physical, social, emotional, and cognitive development while enabling parents to be better caregivers and teachers to their children. Head Start/Early Head Start helps parents meet their own goals while giving children a head start in life.

     

    Family/Ed Liaison & Resource Specialist oversees the delivery of health services and maintains health data and documentation in the data management system.  This position will evaluate the existing program by gathering pertinent information, reviewing children’s files, researching files, conducting interviews and surveys, and contacting other state agencies and works in close coordination with the Health Team.  Also has responsibility to assist in assessing children who have behaviors which indicate they have developmental delays. Follow up with parents to obtain permission for referral for special services working in close coordination with the Mental Health & Disabilities Manager.

    Salary:   Commensurate with experience

     

    This is a provisional position. Provisional positions are funded by external grants or contracts with established end dates.  When the grant expires or is not extended, the provisional position will be eliminated.  Employees in provisional positions may apply for other positions at UAMS when their provisional position ends.

     

     

    Responsibilities

    • Oversees the delivery of health and disability services and maintains health and disability data and documentation in the data management system.
    • Monitors assigned sites and children’s record to ensure compliance with all state and Federal mandates. Assists with administrative support for professional staff.
    • Assists in training of staff, parents, and volunteers in health & disability needs.  Acts as a liaison between the family and health & disability service provider.  Responsible for monitoring referrals as needed for follow-up care.
    • Plans, organizes, and schedules project/program implementation phases and procedures, and develops monitoring and reporting systems to measure project effectiveness.
    • Serves as a member of the management team. Is responsible for location and allocation of supplies, materials and equipment as well as inventory control.
    • Performs related responsibilities as required or other duties as assigned.

    Qualifications

    Minimum Qualifications:

    • Associates degree in Social Work, Psychology, Education, Early Childhood Development Education, Public Health or Health related field PLUS (3) three years of early childhood and health and disability content experience.
    • Must be computer literate.
    • Must have a valid driver’s license, access to a vehicle with liability insurance, and be willing to use vehicle for agency related travel.
    • Must be willing to participate in training to further education as required by Head Start to maintain the position
    • Must remain professional at all times - Respects confidentiality in all aspects of the Head Start 

    Preferred Qualifications:

     

    • Bachelor’s degree in Social Work, Psychology, Education, Early Childhood Development Education, Public Health or Health related field
    • Posses the ability to organize and deliver presentations to a variety of community and parent organizations - Ability to work well with adults - Must adhere to Head Start Performance Standards and Policies and Procedures.  
    • Be able to delegate responsibilities - Must be able to keep confidential information without inappropriately divulging it - Must be able to make decisions and work without continual close supervision.
    • Must be able to handle stress, tension, and exasperation that contact with many children and adults may bring every day.

       

    • May be called upon to administer first aid to children or staff at any time in the program - The incidental nature of this circumstance effectively establishes first aid as a collateral duty, rather than a primary one.
    • Must be able to communicate effectively with children and adults.
