  • Overview

    Director of Grants/Cost Accounting has primary responsibility for overseeing the UAMS grant accounting financial compliance, and the development of relevant university-wide training and policies.  These responsibilities must be effectively performed to ensure grant accounting practices adhere to Federal regulations and standards mandated by the OMB Circulars, and the Codified Federal Register.

    Responsibilities

    General Financial Management of sponsored programs

    • Workflow approval of journal entries
    • Review and sign close outs
    • Review and sign invoices
    • Review and sign Line of Credit Drawdowns; prepare if staff unavailable
    • Subrecipient Monitoring of over 50 subrecipient each year to comply with federal requirements
    • Monitor restricted funds accounting for financial reporting
    • Monitor and reconcile cost center/WBSE posting errors
    • Manage State Tobacco awards and ABI
    • Set-up and track internal awards such as ABCRP, Seeds of Science and Research Council Awards
    • Monitor Invoice aging report
    • Provide interpretation of laws or regulation effecting financial management of or reporting on sponsored awards
    • Provide timely and accurate financial reports to Federal, State or private sponsors
    • Provide reports and work with auditors to complete annual Federal funds audit including resolution and follow-up on any findings
    • Attend meetings with any research groups on campus to represent central administration for policy or implementation of policies and procedures related to financial management of sponsored awards
    • Provide financial and statistical reporting related to grant activity to leadership

    Staff Management and Development

    • Responsible for supervision, retention and development of staff that monitor post award compliance with various federal, state or private sponsors.

     Policy Development and Dissemination

    • Act as UAMS campus authority on federal grant financial and to ensure compliance with federal regulations in the 2 CFR 200
    • Create, update, and disseminate campus policies for compliance with federal grant regulations.
    • Serve on Office of Sponsored Programs Administrative Network (OSPAN) Committee to establish/update policies impacting OSPAN employees and processes

    Grants Management Certification Program

    • Prepare curriculum and instruct classes for Grants Management Certification Program
    • Serve on Executive and Education Committees as Sponsor and Ad hoc member

    May perform other duties as assigned

    Qualifications

    The ideal candidate will have the following professional qualifications and personal characteristics:

    • Bachelors in Accounting, Finance or related field
    • 10 years of progressive career experience in financial management of sponsored programs; 5 years supervisory experience
    • Must be able to interact with key internal stakeholders including but is not limited, to Senior Leadership, Campus Budget Office, Research Support, Human Resources, Information Technology, Facilities Management, Treasurer and members of the Administrative Council
    • Must be able proficient in excel, databases, and data manipulation
    • Demonstrated ability to effectively communicate the financial condition of the organization to the CFO and other members of campus leadership.
    • Maintains compliance with all laws and applicable regulatory requirements. Acts promptly to comply with required changes.
    • Leadership as well as organizational and interpersonal skills needed to effectively operate in the complex environment of an academic health center

    Preferred Professional Experience and Characteristics

    • Additional training or advanced degree in management or administration.
    • Knowledge of federal agency policies in 2 CFR 200
    • Certified Research Administrator certifications preferred; MBA and or CPA desired
    • Understanding of compliance requirements at the federal and state levels.
