    This position has responsibilities in all aspects for the coordination for in-house contractor as well as licensed contractors for new and renovated UAMS facility construction projects. The Construction Project Manager will be responsible for on-site inspections, supervision, administrative functions, financial accounting, communications, schedule, and coordination during all phases of the renovation/construction project.  The Project manager will work closely with the architect/engineer and commissioning authority to ensure project is delivered as designed and commissioned.

    Project Coordination:

    • Enforce ICRA/ILSM assessments and coordinate committee meetings when required for ICRA for construction projects. 
    • Coordinate and manage A/E consultants work during renovation/construction of the project.
    • Coordinate with other Project Planners for inspection and design of hazardous materials abatement (asbestos).
    • Consider all applicable codes and regulatory requirements for NFPA, IBC, Joint Commission, Arkansas Department of Health (ADH) and the Fire Marshal during the renovation/construction process.
    • Work and coordinate with the Commissioning Authority to ensure all specifications, installation, materials, equipment, controls, etc are performed according to ASHE Commissioning Guidelines.
    • Insure all projects that require permits with signatures for construction projects are completed.
    • Coordinate warranty walk through, certificate of completion and final commissioning report.
    • Coordinate all electrical, plumbing, HVAC, street,  etc shutdowns with appropriate UAMS personnel, departments and agencies.

     Estimates and Budgets:

    • Work with the FPD to develop estimates/budgets for projects.
    • Review project budget regularly and track changes to stay within budget.
    • Review Change Orders and RFI’s for cost and schedule implications.
    • Obtain appropriate approval for Change Orders and Budget Revisions

    On-site Inspection:

    • Inspects project sites during various phases of the work for compliance with construction specifications and quality of work.
    • Enforces safety requirements for infection control, worker safety, patient safety, fire safety and other interim life safety issues.
    • Performs final inspections, punch list, submit reports and job evaluation upon completion.


    • Receives, reviews, and evaluates change orders, pay applications, material and equipment submittal.   
    • Assist in developing project budgets, estimates, forecasts and risk probabilities.
    • Obtains estimates and bids and writes purchase orders.
    • Directs work of in-house construction crew.
    • Evaluates performance of contractors, architects and engineers.
    • Assists in planning, estimating and contract development.
    • Assist with the development of the Guide to Contractors and Consultants.
    • Initiate project specific team member responsibilities.
    • Assist consultants prepare agendas and assist A/E team with schedule development.
    • Assist A/E with forms and procedures unique to UAMS.
    • Ensure that the A/E team and contractor follow the Guide to Contractors and Consultants.


    • Acts as a liaison between UAMS, contractor, regulatory agencies, architects and engineers.
    • Performs project cost accounting and maintains project cost reports.
    • Coordinates with the user regarding furnishings, telephone, computer requirements and special equipment needs.
    • Coordinates with other in-house agencies involving security, traffic, environmental safety, utility shutdowns, etc.
    • Coordinates delivery and installation of equipment.
    • Works to resolve disputes, discrepancies, errors and omissions in contract documents.
    • Conducts progress meeting with contractor, design team, user and regulatory agency representatives.
    • Distributes correspondence to appropriate team members within UAMS.
    • Conducts mandatory pre-bid meetings with contractors, design team and other UAMS personnel.
    • Participate actively in construction progress meetings with all involved team members.
    • Participates with design team in all inspections and testing of services, equipment, safety items, etc.
    • Provides and updates benchmark information for cost, completion and change orders.
    • Make sure all contract documents are complete and submitted once substantial completion is obtained.
    • Monitor project development to meet the intent of the User Group as well as the long term needs of UAMS.
    • Financially close projects.
    • Collect and turn over appropriate project closeout documentation to the appropriate departments for record keeping.
    • Distribute submittal to the appropriate departments for review and comments.
    • Perform Debriefing meetings.
    • Conduct warranty walk through around 11 months after substantial completion.


    • Establish communications with other customers, Planners, Construction Project Managers, Physical Plant, Telecommunications, Materials Management, Procurement Services, Environmental Services and other UAMS departments for related considerations to planning and interior design.
    • Work with vendors and manufacturers’ representatives for project equipment issues.
    • Responsible for approval of A/E and vendor invoicing for a timely payment process.

    May perform other duties as assigned.


    Knowledge, Abilities, and Skills:

    • Demonstrate qualities of leadership and understand project construction budget, schedule and scope.
    • Must be able to communicate effectively with medical, education and research personnel as well as Architects, Engineers and various personnel from public municipalities.
    • Understand construction documents and procedures.
    • Make sound decisions and judgment while maintaining flexibility to refocus on other events.
    • Implement plans and procedures to facilitate the construction process.
    • Ability to read and interpret blueprints, schematics and AutoCAD drawings.
    • Knowledge of building construction materials and methods.
    • Knowledge of State Regulations and building codes and standards for the American Institute of Architects (AIA), National Fire Protection Association (NFPA), American Society of Healthcare Engineers (ASHE), International Building Code (IBC) and Joint Commission.
    • Ability to interpret technical data.
    • Ability to identify deficiencies in construction plans and actual construction.
    • Must have competent computer skills and be able to adapt to the changing software programs.

    Minimum Qualifications:

    • Bachelor of Science in Architecture, Engineering, or Construction Management, plus five years' experience  OR High School Diploma/GED, plus ten years of experience in construction management in commercial/industrial environment, preferably  in a healthcare/laboratory setting (including project coordination dorm concept to construction).
    • Valid Arkansas Driver's License or must obtain prior to employment

    Preferred Qualifications:

    • Bachelor of Science in Project Management 
    • Licensed Professional in Engineering or Architecture
    • LEAN Construction
