  • Overview

    The e-Link Program Manager for Institute for Digital Health and Innovation (IDHI) provides outreach, project management, management for membership, and facilitation through planning, participation, and communication among all participating agencies. S/He provides assistance with the equipment database in a backup capacity and is responsible for ordering equipment and software, maintaining the database of inventory around the state, and setting up new vendors. Position requires some in/out of state travel (5-10%).

    Salary offered commensurate with experience.


    1. Oversees the regional management and coordination of the Network, a statewide technology effort for assigned sites as well as oversee statewide inventory management.
    2. Works with IDHI e-Link serving as a coordinator of a specified region for the e-Link Program and is directly responsible for project/program implementation coordinating with vendors and site representatives for installation of lines, equipment and training.
    3. Develops strong relationships with community anchor institution staff throughout the state.
    4. Learns all components of e-Link including all processes such as e-Link portal, e-Link Database, contracts, order forms, Vyopta, Request for Information, inventory equipment, Cisco Meeting software, TMS (Tracking Management System), Monday.com, IBM Watson, etc.
    5. Facilitates and processes all Request for Information (ROI) related to their sites.
    6. Processes e-Link order forms, sends order forms to the contracts department to place in the contract, sends contract to sites, receives signed contract back from site and send to contract department to have invoice generated.
    7. Adheres to financial scopes for the region including budget, reporting and documentation for internal and external accountability.
    8. Manages coordination of internal and external communication among IDHI representatives, technical staff, vendors, providers and regional representatives.
    9. Coordinates, facilitates and provides project management for membership and provides outreach and communications with membership and the development of relationships.
    10. Serves as coordinator for circuits adds, moves and changes with appropriate provider and UAMS IT support.
    11. Assists in reporting requirements for program or initiatives.
    12. Manages site activities and services in the eLink Database.
    13. Coordinates and links the services and resources of UAMS IDHI with the needs of the membership.
    14. Educates membership personnel on various ways to access programs, training on equipment and use broadband services. 
    15. Maintains IDHI and e-Link equipment and inventory databases/spreadsheets.
    16. Responsible for procurement of interactive video equipment as well as all other assets for IDHI.
    17. Improves the existing e-Link Database and becomes a Super User of that database; trains approved staff on the use of the database; and maintains and ensures accuracy of all information on existing equipment as well as capturing all information on new equipment as it relates to IDHI and other grants and programs.
    18. Physically visits each site at least once a year or as often as needed and educates community anchor institution personnel on various ways to access programs, training on equipment and use broadband services.
    19. May perform other duties as assigned.


    Minimum Qualifications:

    • Bachelor’s Degree in Business, Education, Health Management or related field
    • Four (4) years of management experience, planning, financial, network design/support, interactive video, health information, communication, and/or related experience
    • Intermediate proficiency in MS Office Suite (Word, Excel, Outlook and PowerPoint)
    • Project leadership and management experience

    Preferred Qualifications:

    • Master’s Degree in Business, Education, Health Management or related field
    • Experience working with data-center solutions
    • Interactive video experience
    • SAP, Procurement and/or Inventory Management experience


    • Excellent communication and organizational skills
    • Detail-oriented while having the ability to understand the entire scope of projects
    • Understanding of telecommunications and technology
    • Healthcare delivery experience and understanding
    • Professional behavior and appearance
    • Ability to function in the job capacity with limited orientation and minimal supervision
    • Ability to meet with and negotiate with internal departments, outside agencies and organizations for purpose of promoting program objectives
